So here's my fabric:

55 inches of silk gauze. So light you can keep a yard in the air by blowing on it.
This is 55 inches of silk gauze shoved into 3 inches and ironed flat. No treatment.

I'd forgotten how this stuff gathers up into nothing. 55 inches into 3 is crazy. That is as tight as it goes.

It gave me about 1/2 to 1 inch pleats. Loosened up a bit after pleating to get a feel for movement. Definitely the drapey feel I was going for, but the pleats are too big.
Realizing the tension I need to do this is no joke. Will have to engineer it a bit.
